Mares MR42 Abyss or
Mares MR22 Abyss Extreme, it comes with cold water kit & fluoropolymer resin finish on the second stage. Both come yoke or DIN. and they don't have any levers or knobs to adjust either. Mares is a worldwide company, so parts and service won't be an issue.

Oceanic Delta IV FDX10 is the reg the CoastGuard & NOAH adopted last year for cold water diving.
It comes environmentally sealed from the factory. No extra kit needed.
It is one of the top rated regs for ease of breathing. (when they get this good the differences are minimal)
It is heavily discounted compared to other regs that are as capable.
