It seems that some doctors are better at this than others. I had two doctors look in my ears and tell me they were not clogged but I could barely hear in my right ear. They said it was an inner ear infection and I don't recall the treatment, if there was any. My hearing would come and go as though my ear was clogged. If it was clogged and I used a bulb syringe it would clear up and wax would come out. Finally I went to my current doctor who looked in my ear and said I had an infection and was surprised that I was not in a lot of pain (mild discomfort was all). He prescribed some ear drops and it cleared right up and hasn't returned. One doctor told me I had additional bone growth from repeated exposure to cold water (SoCal scuba diving) and that was preventing my ears from draining properly but he still said my ears were not clogged. Perhaps I had wax against my eardrums too.

Wow sorry you had to go through all that trial and error. I'm just glad that I got lucky the second time around.
Very lucky my doctor was PADI certified and had dived for years.
