head hitting valve

My 12 year old son has a slight problem when he looks up under water. His head touches the valve even though the tank is adjusted as low as possible on his BCD. Is there a cushion or protection that I can buy and install?
 
Sounds like he needs a different BC, but it should be fairly easy to put some foam rubber over the regulator after setting up the regulator on the tank, just make sure he can still reach and operate his valve.
 
Is his head hitting the valve, or is it the regulator?
I see alot of people with their regs configured upside down.
This leaves them extending further than the valve.
