Its probably best to drive in a safe manner and use common sense with how you secure cylinders and how many you carry. At least if you get in an accident and are over a limit (assuming no one dies) than you might be able to plead ignorance and not suffer to harshly.

I have carried as many as 16 full aluminum 80's in my 2001 Kia Optima though I was only traveling about 5 miles. its not something smart but sometimes its the only good option.

Generally, as with to many things, ignorance is bliss...
