I think he may be referring to the cut-outs in the BP (weight saving).
Have a ghost which is a little smaller, but never really thought I needed a handle.
Is the handle for carrying when mounted on the tank?
no, not for me

the handle serves two purposes

the handle length is exactly where I want the BCD from a height perspective
So I loop the handle (tether in my case) around the neck of the tank
it then hangs there so I can buckle

the second purpose is when changing tanks
the bcd won't topple to the ground when I unbuckle - especially when there are weights in the pockets
 
Insert the shown handle straps, into shoulder webbing slots at top of backplate. Route them on top of/over the shoulder strap. Put book screws in grommets, to prevent them from pulling back through. Thread from both sides, to see which side handle naturally fits best.

A very good reason. I had this on my last BCD and now that you mention, I do miss that. Damn it...
 
I use parachute cord, loop through STA top slot, then tight a very wide "fisherman's knob". Main goal is tank positioner, that is why I put it through STA instead of plate, and it act as handle if needed
