Tall Tails:
I saw the red/white buoy and assumed it was a trap. Can anyone tie off to it?

Don't tie off to a trap! ;) Ha ha, but the other mooring buoy you can tie off to. There are moorings at several dive sites in this area visited by the charter groups. They are owned, serviced, and maintained by a group of charters so if you are on the surface and they arrive you should move and ask to tie off to their stern. They will not usually have a problem with that. They don't own the wrecks of course but they do own the moorings for their business so if you use their equipment act as a steward and fix things if you can and all that good stuff.
