WHy is there an age limit of 18 on this course compared to 21 for the others. Also why is it not based on the dier's competence. I'm sure that a 50 yr old with only 70 or so dives is more likely to make bad decisions than a fairly experienced 17 yr old diver with 200+ logged dives.

Youth has it's advantages, but good judgment is not limited to the young, or even very prevalent there. Been there and done it. The number of dives does not assure competence.
