But somewhere I read there was a shark death attributed to a LOB operator - that's what I was referring to.
From the Divernet article, Guadalupe shark-dive ban made permanent - Divernet

In October 2019 a great white died after getting its head stuck between cage bars, struggling to free itself and ending up decapitated. Nautilus, the operator involved, maintains that after carrying out many thousands of cage-dives safely since 2003, it had never before come across a shark repeatedly charging at a cage in such a way.

That’s a tragedy, sort of, but still doesn’t make sense. Does anyone in the Mexican government care about the accidental death of a fish in 2019, given all the real problems the Mexican government has today?! What are the political forces driving this?

Right? They’re worried about this but not the cartels 😂

Sharks don't pay their side salaries nor decapitate families for getting in their way.

So... If the sharks had payoff money and trafficked mota, Guadalupe would remain open? Reminds me of the song Reggae Shark

Gov and Cartel., need an express lane to move goods from/too. If the the coast is clear, what will deter them?

You'd think the sharks might deter them lol
