Visiting Costa Rica at the end of the rainy season wasn't the best for diving, but the country is great.
We dove with Manuel Antonio Divers, in Quepos, http://manuelantoniodivers.com/ The prior rains and present ocean currents made for poor visability, ranging from 10'-50'. The vis should increase drastically in the next month or so, which is when the peak travel season starts. The bottom consists mostly of volcanic formation with little colorful coral, but we still enjoyed the sealife. We found some nice lobster, large green moray eels, 3 spotted eagle rays and a black tip reef shark. The dive shop is only a year old, but the owners were great and the gear was pratically new.
Next time I plan on visiting Canos Ilsand in the south. This little island is offshore and looks like a fun dive.

For diving, you might want to consider the Guanacaste province in Pacific Northwest region of country. This where most of the better local diving is. Playas de Coco is also the departure point for trips to Catalina/Bat Islands as well as the Cocos.
