I have a velcro closure on the collar of my wetsuit I need to relocate. What kind of glue/velcro should I use for this?

I would try either seal cement available at most dive shops or aquaseal. i have used both and think either would work. The aquaseal is a little more flexible. I have reglued a pocket on my neoprene chest waders that i tore when i got hung up on a tree, and it has lasted longer than the rest of the waders. The seal cement i know is used to glue seams in neoprene, so it may not work as well.

Are you looking to "extend" it?

Just get some hook and loop (Velcro), put it together by overlapping it (versus mating both sides entirely). You essentially have made an extender that will allow the collar/neck connection to be expanded.

If you want to get fancy, you can sew it to ends of nylon strap, or stitch the pieces of opposed Velcro together, butt joint style.

Velcro comes in different strengths of adhesion. This is dictated by the aggressiveness of the plastic hook portion, at least in clothing applications. For industrial use, the loop portion can look very similar to the hook side (like on your windshield toll transponders).

I really don't think I would bother or trust glue to do the job. This is a great time to acquire some button/carpet thread and stout needles from MallWart. Using a pair of needle nose pliers, just stitch it on. You can glue it on to position it, I have even used Goop brand.

This works well on BC's, but you have to be smart enough to avoid the bladder. Either way, your likely to stab yourself with a needle if you do this as long as I have... 40 years or so :)

Yeah, I need to extend the "loop" portion as the hook piece is a small tab at the end of the collar. It doesn't get small enough (or even close to small enough) for my neck. The existing piece is glued on, I was hoping just to add a piece in the same manner they (Mares) attached theirs. The suit is one of those 7/5/3. The collar is 3 mils.

Nylon thread and Aquaseal.

In my experience glue alone doesn't work well, especially because it's a moveable application which will get added stress each time you remove it.

Best bet is to sew, using nylon thread. If you're a lousy seamster go to someone who repairs wetsuits and pay them to do it right.
