Scuba Tanks
I’m sorry can some help me please?
Should I empty my tanks, if I’m not using during the winter?
I have just little bit of air there.
Also, what is the proper way to store computer and regulators, should I disconnect them?

Air in tanks = 500 psi or less when stored for long time but never 0
 
Like the others have said, tanks should have some air in them to keep moisure out. I store mine with about 500 psi in them. Dive computers should have the batteries removed if stored for extended periods of time, usually greater than 3 months and I would pull the batteries out. This is just to protect them in the unlikely event of a battery leaking. Regs should be cleaned as normal and stored with the hoses coiled loosely. Your BCD should be hung up with sufficient air inside them to prevent the bladder from drying and sticking together. Dont blow the BCD's up full, but at least half way should be good. Wet suits or any other neoprene should never be folded when stored! Hang them with a cloths hanger that has wide shoulders, or slide paper roles over standard wooden hangers and hang them that way.
 
Some manufacturers will invalidate the warranty if the batteries are removed/changed by anyone other than a qualified technician...whatever that qualification is, I'm not sure. But it may be something you want to keep in mind. If you don't want to remove the batteries just activate the computer every couple of weeks.
 
Contrary to the certification agency training PSI recommends storing tanks Either at full pressure or with less than 30 psi in them. The reason for this, in a fire at full pressure the burst disc will go before the tank fails or at a lower pressure the tank failure won't be catastrophic.

Because when folded for long periods of time, creases form, and the neoprene breaks down at the creases. They'll never fluff out again.

Depends how careful you are rolling them. The idea is to avoid creases which will cause future crack lines and heat loss.
