G250 freeflows with the user adjustment all the way in, but not out?

Fresh OEM rebuild on an old g250(not hp/v)
Adjusted to not freflow with an ip of ~145 with the user adjustment all the way out.
Turning the user adjustment in, it starts to freeflow when it gets ~1 turn from bottomed out.

Haven't dug into it yet, but my technical side is scratching its head trying to visualize what's going on, lol.

If it was assembled properly and no unexpected mechanical interference happens the only thing that comes in mind is the balance chamber/orings have some scratches/foreign material that creates a leak when you press it in by tightening the knob

my guess is the poppet is not properly engaged with the lever (poppet is likely upside down).
