I must I install the shoulder dump valve on a Whites Fusion Tech, but I do not understand the design. Where must the skin material go? There is like a circle of a thin film-like material. Is it supposed to go into the groove as a seal or should it stay out? Thanks!

More precisely, is it OK to cut the opening a bit larger? Any advice?
 
The thin ring of material on the skin goes behind the pad that the valve seals against on the inner dry layer.
