O wow sorry for the diver loss.I will be allways to remember to fully inflate my BCD when on boat.

Contact the harbormaster and ask what can be done. There has to be an emergency authorization procedure for recovering lost items. Maybe you'd even get a police escort as a dive buddy.
Hopefully the owner of the gear has either home owners insurance or apartment insurance. They can probably get replacement value (less the deductible) and be able to replace their gear. Some years ago I had a pair of skis stolen outside of a ski resort and my insurance company (Allstate) was very good about sending me a check.
