I would send you a contract if you chartered the whole boat, but we'd call it a charter agreement. It would not be a charter in the legal sense, but in scuba terminology.
If you allowed me to open spots on the trip as well, I would not send you a charter agreement, as it is not then a "charter". It would depend on how you got paid for your the people you brought.
I book my trips through Scuba Travel Ventures. They send me exactly what you described. I get a contract from them for the whole boat charter. My contract is with them and not the boat.
Years ago when I started doing this I asked two different attorneys if I should have folks sign some sort of waiver to protect me. They both asked me two questions.
1. Are you doing this as a business? ( I am not )
2. Are you making money at this or getting a benefit. ( I am not as we all share equally in free spots and commissions. I pay the same as everyone else )
They both told me I was in the clear but realize folks can get sue happy when something goes wrong.
