While diving this weekend some other divers and I found a canister underwater. It is labeled as containing phosphorous. If I had to guess I'd say it's some sort of flare from a P-3. I recall something similar being found in Hanauma Bay in 2011.

I don't think anyone else reported it. I don't think it poses a hazard as long as it no one messes with it. Whom would I call about this? Do they even really care? I could probably find it again but it would be hard to describe the location on the phone.
 
Unless it's in an area frequented by unaccompanied tourists, I'd just leave it. We have one site nicknamed 8" Ledge because of the dozen or two shells littered around the reef and out towards much deeper water. Really reenforces the whole 'look but don't touch' concept :wink:
 
In Guam you call the EPA. Can't imagine it would be much different in Hawaii.
