Well I cast my vote for Bonaire either shore diving or boat diving. I'd also suggest Bas Noij (VIP Diving)as shore diving instructor if thats of interest. Bonaire has great diving and is setup for divers. Maybe Cozumel is cheaper for you to fly to but thats no longer the case for me. Bonaire I have found to be truly a divers paradise. I wish I'd had gone sooner in my dive career. For setup and easy of diving Bonaire is hard to beat it from US east coast!
