Bungee goes under the ziptie with knots on the end. The above method far more likely to untie/pop off/not be there precisely when you need it most. Let’s not add convolution when it’s not necessary.

this. I rewired my off the shelf adjustable necklaces with the knot + ziptie and it's thee way 100%

also paying attention to size, so they don't dangle, slide around, or easily slip off is important


 
In a technical environment (this forum), what purpose does your breakaway provide? In what scenario underwater is that reg coming off your neck?
I don't wear rings on my fingers, partially because I don't want to get one caught on something and rip the skin off.

Similarly, I don't like jumping off boats or doing anything with something really strong around my neck. Also if something catches that second stage and pulls it away from your face and then puts 60 lbs of force on it and loads up the band with all that force and then releases launching that second stage into my front teeth.. well that is something I will avoid if I can.

Also if you have to remove the scuba tank in an emergency, I don't necessarily want the entire scuba rig tethered to a strong rope around my neck.. rather have it pull out automatically if things go drastically south.

Maybe all those reasons make no sense to you, but for me, it is benefit/risk assessment.

Of course we can ask why it is necessary to have something that will withstand more than 10 lbs of force before detaching from the second stage? Is the benefit of that worth the risk?

The whole issue is probably trivial, but you asked what the genesis of my personal preference is.

Something? What is this mysterious something?

Having the reg not there when you need it could be absolutely catastrophic. Playing “oh no where’s my backup reg” in the middle of an out of gas situation is no bueno.
 
I want a break away function - like the OP provides.
One of my dive buddies would always rig his neck reg like that, and it constantly came off, until he admitted how stupid it was and went to my "tried and true" method, knot each end of a bungie, put a second tie strap around it and be done. Should it "catch" on a cleat as you go over the side (not sure how, but whatever) its breaking either the tie strap or stripping the knot. Ain't now way you will "load" 60 lbs on that tie strap and have it survive.

But for the life of me, and I've been in and around boats all my life, I cannot foresee what you could catch that on as you go over the side.
