Can anyone ID this kind of fish? I saw them at Padang Bai last year.

Can't tell what kind from the photo, but maybe Rigid Shrimpfish.

Rigid Shrimpfish has thinner & reddish longitudinal band with 1st dorsal spine is rigid and straight, lacking a hinge. The above fish have wider and darker band with 1st dorsal spine extends from the rear body with hinge on the rear half. So they look more like razorfish IMHO.
 
Don't get hung up on common names, different sources use different common names. You are arguing for one particular species, I was suggesting a different one. I really don't think the picture allows a definitive ID.
