I am planning to buy my first regulator set, but will go with the used equipment to start with.

I came across a set with XTX200 1st and 2nd stage and ATX40 as backup for reasonable price. (I do not need such expensive/advanced kit, but this is what I found that is not too old). Owner said he has done 800+ dives on it and also sent me some more photos, one of which shows the condition of the 1st stage - tank screw. He assures me the kit was serviced regularly and last services was in 2019.

Could you please advise if (generally speaking, and not only based on the above kit):
1. 800 dives is a lot for a reg,
2. It is just a lime scale, oxidation on the screw which can be cleaned, or is it actually damaged?

A good set of regulators in theory but they do not look cared for. Suggest to the seller that he gets them serviced before purchase and adjusts the price, places the onus is then on the seller should there be a problem that isn't obvious?

Nah.

I can agree with used equipment, but not abused.

If you put out almost 300 GBP on that reg, (and in its condition, there is no assurance that it wouldn't turn into 400 or more, given its condition and still be a reg that may or may not work like a new one, given its hard life), it's not a deal compared to what an online UK dealer is offering a great combo set for (ScubaPro MK11 C370/R095 combo) at 413 GBP right now. @ Mike's (no experience, just google referral) If you NEED a sealed reg, they same one sealed (MK17) is about 65 more.
