Getting cold on the deck usually involves evaporative cooling which can be cut several ways, one of which is to cover up and protect wet surfaces from the wind. Another approach is to limit your wetting by wearing suits made of materials that do not hold a lot of water. This is a primary reason that I recommend (despite the difficulty of finding it these days) smooth skin neoprene and Lycra covered neoprene, they dry really fast and you don't get cold in the wind.
