I don't trust translated news articles to be particularly accurate. I'd suspect it said something like the water heater was leaking gas and a leap was made to that gas being the fuel not the emission. I still think it's more likely to have been CO, but either way it really is irrelevant. Neither change the outcome, make it less tragic, or lessen the families grief.
 
Some of the sites reporting Propane as the probably causative agent are the bigger news organizations, like ABC News, and it is less likely that they would use a poorly translated web post for a major story. But they do state that this is just a preliminary report and that the final results are not available yet.
 
Regardless of cause, it's a sad turn of events!

Combination Flammable Gas & Carbon Monoxide alarms are readily available & economical for those who want to protect against both risks. Last item packed, first item unpacked. I have one that weighs a few ounces.
 
Intrinsically safe means they are designed for hazardous locations and will not provide an ignition source for explosive gases etc. The other unit you show does not provide the sensitivity required for scuba gases.
Kelemvor is asking about the magic phrase intrinsically safe. They also likely want to know about explosion proof. Both are well understood design principles for mixing electronics with explosive gases.
