I live in the Triad area of NC and actually, late fall is the best time to dive quarries around here. The water is at its warmeat and vis is usually better. Love diving in the fall.
 
Okay, I understand now. Its the topside weather/cold. I have no experience offshore midatlantic boat dives so can't help there. On shore diving, what others have said. I put the skis on in November so can't help you with the shore diving either. Did not think it got that cold in your area in Nov. to be much of a concern. I know divers dive up here through the winter.
