Can they be used after replacing the valve if they pass hydro?
 
I noticed that someone is selling some on eBay. They said that they are not DOT rated and they do not have burst disks, but they failed to mention that they cannot be legally filled here. Caveat emptor!

That's where my question came from..... It says they have a 4/10 hydro though???
 
I have a couple of non DOT "Champion Cavalero" steel tanks 25mm valves no burst disks.
Never had a problem with Hydros, VIP's or fills.
Guess I'm lucky. I have a very good relationship with my local shop.....I wouldn't try and get them filled somewhere else....not worth the agro.

I do notice that the (US) Hydro station stamped an H with a circle around instead of their usual numbers between the month and year.

Do not report them to the DOT as they can have their license revoked. It is against regulations to hydro and stamp a non-DOT cylinder UNLESS it is for immediate export and you have the authority from the foreign regulatory agency to which they are destined.

If you have your own compressor, you can fill them all you want!
 
This is a gray area. If the retester doesn't use his RIN stamp when the cylinder is stamped, then they are not doing an "official" DOT hydro, so it just isn't any concern of the DOT. The HMR does list this procedure as suitable for foreign non-DOT tanks on boats and aircraft, and specify, as you point out, that they must then leave the country. But those are tanks in commercial service so, so it is within the purview of the DOT to see that they do not then remain in the US.

A while back I asked the DOT if this procedure, having the tank hydrotested and date-stamped with just the date and no RIN, would be appropriate for a private owner of non-DOT cylinders not in commercial service, who just wanted the tanks tested for peace of mind, and was told it would be. Not because the DOT approves, but just because without the RIN the test has no DOT status, and hence is no concern of the DOT.

Anyone doing this should be sure to get a letter or copy of the test sheet from the retester so they can demonstrate that the tank was hydroed should it ever become necessary, since the stamp alone will prove nothing.

Seems to be at least a few enlightened shops out there. Unfortunatly there is so much BS out there about DOT regs and who they apply to.
