I had no idea about the law, but the spot we jumped in the water was right in front of the Hotel des Gouverneurs and we drifted along Charron Island, besides the 132, on the South side of the island (so no tunnel), max depth 18 feet. Saw a few fish here and there, lots of weeds, nothing special, but for the type of weather we had that evening (HUMID!!!) and the price ($20) and and the fact that I only had to drive 15 mins to get to the dive site, I had fun and don't regret going.
