Does it make sense to enroll in a Divemaster course with no intention to work with?

I have a better idea. Go to a shelter. Get about 8 cats. Now try to herd all those cats together. VIsualize doing that underwater with scuba divers and there is a DM. That's the reality. If you want to imagine what it would be like in the tropics, get a bunch of AL80s, load them on and off a cart all day.

There you have the reality of being a DM.

Save your money, don't pay into the scuba Ponzi scheme. Take some good classes, like GUE fundies. With regards to "living the dream", you have to be asleep to believe it. Seriously.
I don't have a regular buddy because he moved overseas and so regularly join in local guided shore dives that one of the shops runs. From my observation of those poor DMs, you have hit the nail on the head!

Agencies can revoke your teaching status if you're found to be negligible. Although, too many complaints and your employer would terminate your employment.
Are you talking about instructors losing their teaching status for not following standards in the classes they teach, or are you talking about DMs acting as DMs on a boat? DMs do not have teaching status.

They use the same certification number if they become Instructors and any serious complaints can be used against them.

So a non answer. Let us know when DM's can teach and certify divers. So if I was a DM with one agency and moved to another to become an instructor I would keep the same certification number? Really?

Banned Instructors from one agency have moved to another with no consequences. Divemasters can teach (but cannot certify) to a point under the indirect supervision of an Instructor.

It depends on the agency for teaching. For SDI, Divemasters can "assist" an instructor but cannot independently teach anything. But they can "supervise and conduct dives for certified divers".

They can teach a refresher course and teach you to snorkel. Now we are talking about semantics.

I can supervise and conduct dives for certified divers. You do not need a DM certification for that. :)
