Does anyone know if there's a time limit to submit completed certification papers?

I did my AOW training about a year ago and I have the papers to submit to PADI, I just haven't sent them in yet due to a bad case of forgetfullness and procrastination (I blame the photo requirement and of course myself). Does anyone know if there's a time limit from when you complete your certification to when you have to send in your papers?
 
I had some customers who showed up with pic cards signed off back in '96 or so just last month. One (immediate family, they'd taken the course together) had sent in the pic card, the other two hadn't. Called PADI, and the guy in standards said something to the effect (can't quote him from memory so I won't try) that if they'd completed the course and had a PIC card signed off by the instructor they technically were certified and they should send in the card. A refresher was highly recommend at that point.

I'm suspect it might raise some eyebrows and get a follow up from PADI if a card that late arrives, doesn't mean it shouldn't be turned in.
