I would agree with NOAA that the Delta IV is at, or near, the top of the list.
 
We use only Sherwood Regs for all our diving, both Blizzards and Maximus. I have had my personal Maximus in warm and cold water,under the ice (and will again next weekend) and in caverns. Service should never be a issue with Sherwood as they are workhorses that need little service, and are commonly used for rental gear for that reason. The drawback is that they may not breathe as easily as some of the other brands but i feel the reliability is worth it. I have owned my current reg for 7 years and have had no issues with it.
