First, he's using foam-core PVC pipe, which is labeled "NOT FOR PRESSURE" use.

I'm sure there are 1,000 other things wrong with it...

NO !

The video mentions one of several issues – fumes from the glue.

Other issues include:
- A 60 psi fill as mentioned in the video would give you at best a few breaths at the surface, less beneath the water. Scuba cylinders are pressurized to over 2000 psi.
- The air would likely be contaminated if it didn’t come from a proper compressor filtered and designed to provide breathable air, as opposed to the compressors used for air tools that likely have oil contamination.
- Even if a home-made contraption could hold air under pressure, who know what would happen if it burst? I wouldn’t want to be near it. Scuba cylinders are the result of tons of engineering to make sure they can hold high pressures safely.

Don’t walk, run away from home-brew contraptions of that sort.
Take a scuba class and learn a bit more about what’s required.
 
PVC is also not rated for air pressure. If you've not seen PVC explode under air pressure, you're missing out on some fun.

I'm a plumbing contractor, so I've used PVC once or twice :)

Cheapest tank is usually a rental $5-15 per day
 
I am planning a trip to augadilla in September and am certified I just need gear rental.
