Would you explain this? Are you referring to a shallow dive or ascending from a deeper depth?

The most pressure change differential occurs in the first 10 feet or so of water (or the last 10 feet if you're ascending). This is why you start equalizing your ears before you go under and why it's easier to equalize at depth. There have been reports of people getting lung barotrauma from simply taking a full breath on scuba and standing up rapidly.
 
There is no law against it (that I'm aware of)... but if something goes wrong, it will be your butt that gets sued... that much I can guarantee
