The restriction at BBP is for the entire year there is not a time frame indicated on any of the signs.
I am fairly confident that Elora is only open to Divers for a short window on Fridays (10-12 or something like that).
Innerkip sucks IMO (just my opinion - but it is very close to KW). Gullivers sucks IMO but is better than Innerkip (again just my opinion). Both close soon if they are not already as well. Humber Bay is not too far but is not the greatest. Cedar Hill is not really close but is the best bang for the time invested.

From K-W, Cedar Hill is almost closer. No wreck, but better vis and cleaner. Last couple of winters, Dean's has made pool time available once a month at the UW pool. Haven't heard about this year yet.
BBP is no longer a convenient option unless you have a parking permit which is only available to residents. I do not recall how late in the year the restriction goes.....mid November? After that it is convenient until some time in the spring at which point the restriction is reinstated.
The Morrison is a nice simple dive but having done both, I would personally prefer to drive the extra distance and dive Cedar Hill. Just my opinion.
