There was a discussion about whether the tables are valid when you have a long very shallow dive and you are working relativly hard.

I think the conclusion was that even though you are at 5 metres because you are down for a long time and physically working hard your saturation levels were much higher than the tables implied.

I will try and find a link to the discussion.
 
If you are shallower than 24 feet you can be there for weeks and come directly to the surface without decompression.
