I will be visiting the USCG station in the middle of December. Are there any decent spots to dive this time of year?

YES. But I dont know many charters still running. I only know a few private boats that are still in the water - most of them are on land

what a nice base, I lived there in the mid/late 90's. you can do some shore dives or go around the old boat house on base. I bet that would be very interesting, a lot of history in that area.
