I was on a LAX > MNL on Oct 15 (With a stop in Tokyo) and decided to cancel in August. I couldn’t stand the anticipation.
I’m planning a March trip instead and crossing fingers.
Current rules are that it is very difficult to get out 0oe manila to anywhere else. I would recommend flying into Cebu if you want to come to Moalboal.
To come from Manila to Cebu, you need a health check, a police clearance, permission from the receiving Barangay, from the receiving municipal office, plus a health clearance on your 14 day quarantine place on arrival.

This appears to be kept up to date as the rules change.
The Department Tourism is forecasting second half 20121 before reopening to international tourism but left open the possibility of forming safe travel bubbles with other countries before that.
Currently the only foreigners allowed in outside of diplomats are those with long term visas and a Philippine dependent ( wife or child) or former citizens.
