I just got a infection cut out of my back and received 4 stitches (I think, can't see them). How soon would I be able to get back into the water?

Definitely not before the sutures are out. The incision needs to be healed before you can hit the water (shower is okay because it's clean water). Your doctor should be able to tell you when it's healed enough. He doesn't need to be knowledgeable in diving. He just needs to tell you when it's safe to go swimming, then it's safe to go diving.
 
Will the pressure of diving open anything up or effect the scar in any way?
 
Not once it's healed.
