I've gone through a lot of different designs. A boat fender with a shaft through it with a weight on the bottom works well. Go with the boat size flag, the hanky ones are worthless, get it at least 3-4 ft in the air.

My current flag/float uses this as a base, it's 4-5 ft long

If you are using it on a boat with a motor in FL the flag needs to be a 24" x 24" if you are snorkeling off the beach or a canoe like that then the 12"x12" meets FL state law.

I think that the intent of the Florida Law is that the flag must be large on the boat. If you have the correct flag on the boat and you stay within proximity to the boat, then you are good. You can then carry a float with or without ANY flag and you are in compliance with the law. In fact, you are under NO legal obligation to carry an additional float or flag.

If you tow a float with a flag and this is your only flag, then it must be 12 by 12, not larger..regardless of whether you are diving from a boat or not.
