Oh, here's the latest and probably last - albeit small - tidbit from my friend. The guy was carrying a pole spear through the protected area. So they took it as an indication of hunting and scooped up his gear.

So there we are, most likely end of story. And I wish I had that info yesterday and saved you all reading this lil thread.
