My other favorites are Cracked Conch, Hemmingway's and Calypso Grill. There are tons of tiny roadside stops where the locals eat, and the food is generally fantastic.

As far as operators on the north, I'm sure there are, but can't help you out there. I came across a great website the other day that you might find helpful. www.idiveglobal.com If you click on "dive locations" and then "scuba diving" you will see a map of the island with all of the dive sites. Click on any of the sites and a short video pops up.
 
Most of the west side operators run boats out to the north when the weather permits. Certainly, Wall to Wall, DNS, and Deep Blue, Divetech all go north when they can. No personal experience with any of the others.

Last trip to GC we ate at an out of the way Mexican Place called Agave Grill; it was excellent and reasonably priced.

the wife and I took at as a challenge to eat for under $100 a day without eating at fast food places like burger king or wendy's. we ate at places like the Agave Grill, Lone Star, Chicken,Chicken , Triple Crown Pub and AlFresco in Westbay. all of these were excellent and relatively lower priced depending on what you ordered. We came in under our $100 a day budget.

Duke's Seafood and Rib Shack is also a less expensive dinning options. The BBQ babyback ribs & chicken combo is rather good and under $20.
 
Any of the dive operators based on the Seven Mile Beach end of the island may dive north, weather permitting, any day. Frequently weather does not allow that in the winter months.

Blue by Eric Ripert at the Ritz Carlton is fine dining at its best. Other fine dining favorites include the Grand Old House in South Sound, Luca at the Caribbean Club on Seven Mile Beach, or The Wharf by Pageant Beach.

Other favorites include Casanova on the waterfront in George Town. Copper Falls Steakhouse across from Fosters Supermarket in Seven Mile Beach serves up some wonderful meals at a more modest price. Ragazzi in Buckingham Square along Seven Mile beach is another favorite for locals and tourists alike.

Your dive guides, hotel staff, and most any random local you meet on the street will be happy to share their restaurant favorites. There are so many good options you'll just have to keep coming back to try them all.
