Between the two models you ask about I prefer the DiveRite Transpack II.
It's an amazingly adjustable BCD that has as many or as few options as you need or want. It's high quality, both materials and craftmanship.
Since you asked specifically about the weight pockets:
They have a zipper to put the weights in or take them out, and velcro for ditching. It reduces the wear on the velcro considerably if you use the zippers. Of weight pockets that that close with velcro they are the only ones I would use. The fact that you can move the pouches along the waist strap means you can work out the best trim for your diving. Finally, you have the option to use other weights, may that be belts or in my case a DUI weight harness. I prefer that option because the weights are on me, which means moving the BCD/tank around is easier, as is donning and doffing, and if I need to take off the BCD/tank uw I won't shoot to the surface.
From my experience DiveRite has excellent customer service and business practices, something I have only experienced partly with Scubapro.
