Silly question, are kayaks registered in anyway in Florida? Assuming not?
Nah.. while you can get expensive ones at dedicated sporting goods stores you can also get cheap ones from walmart and probably elsewhere. They're common as kids toys. I've seen signs advertising them for $99, although the website currently shows the cheapest is $129.00. The only thing you need to own/use a kayak in FL is the money to buy the thing.

No updates on the news, no reports of any missing diver so, maybe this kayak just broke loose from the mooring

Yeah, after looking at those pictures it looks more like it slipped it's anchor while in use. Not Good at all. The stern is not clear in one and cut off in the other. A clear shot of the stern might be helpful.
Looking again it could be the bow not too sure. Regardless it appears there is a flag on one end and probably a line for anchoring or towing on the other.
 
Easy enough to write a couple of contact numbers on the hull with an indelible marker but even here in Victoria,where the government believes it knows best and treats people as wayward children, there is no requirement to mark them, despite some expensive searches over the years
