I contacted easy dive. They sensed cheaper and closer to where I'm gonna be

Just seen this and thought would set the record straight on a couple of things.
Diamond Diving have their boat based in Golfe Juan, Old Port, between Cannes and Juan Les Pins
They do not insist on medical certificates for leisure divers (most of them cost twenty Euros and a Doctor will have a very cursory look at heart, ears and lungs function and sign a bit of paper) and if you check the law this requirement is recommended but not obligatory. However for all training courses they do insist on a medical.
From the ANMP website on this subject :
Le moniteur en exercice doit pouvoir présenter un certificat médical daptitude à la pratique et à lenseignement de la plongée de moins dun an.
En ce qui concerne ses clients, la loi de 1984 nimpose le certificat médical que dans le cadre de la pratique compétitive, et la délivrance dune licence fédérale dans certains cas. Cependant, et pour des raisons évidentes de responsabilité, lanmp conseille aux moniteurs membres de demander la présentation dun certificat médical de non-contre-indication à la pratique de la plongée à tous ses clients, exception faite des baptêmes , appelés premières plongées par lanmp. En effet, le moniteur a non seulement des obligations légales, mais également des obligations de moyens, cest-à-dire quil doit sassurer davoir placé son client dans les meilleures conditions possibles de sécurité. Cette visite médicale annuelle permet notamment de détecter les petits soucis qui pourraient être la source dincidents plus graves

Medical certificate is not required by law, excepted in FFESSM clubs (most of the clubs are also ANMP, PADI ..., so they can allow you to dive without medical cert). But the majority of the clubs willl ask you a certificate.
If you dive on your own, you will have only one rule to respect, don't dive with a scuba and a u/W hunting equipment, and don't hunt U/W without a autorisation by the "Affaires maritimes" .
