im just curious to know,what certification level is needed to start your own dive charter ? what do u need? instructor level, divemaster?captain license...

You probably need marine license in your state but I doubt you even need OW dive cert. A dive operator need be no more than a cab driver. In fact from a legal standpoint the less dive certification you have the better.

You need to have "captains" license, OUPV, and a boat certified for charter. The laws that govern this are set by the Coast Guard. You need to have a boat and captain certified anytime people are paying customers on a boat.

The biggest impediment is the requirement for 360 days of verified sea service before you can apply.
You will also need to be certified to the level of at least Dive Master in order to obtain liability insurance that will cover you for anything that may happen to customers while they are in the water. Charter boat insurance usually does not cover you for liability unless your passengers are actually on the boat.
