I feared the same thing in my situation I discribted above. The instructor that I had taken the course with had signed off on all the dives in my log book, so had his instructor #. First thing I did, when I got home, was call PADI and confirm that he was in good standing, when I found out that he indeed was, I was relieved. If he had not have been, I would have reported it. Was it right? No, and maybe i should have reported it, but I just felt like they were doing me a favor by giving me the PIC to mail, so I didn't.
One way to avoid this type incidents is to check the instructor out through PADI before ever taking the course. Any legit instructor should be happy to provide his full name and instructor # to prospect students.
