I dont know about a list but there is a club that meets in Laurel. They have members in the DC-Baltimore metro area. They have been around since 1959.

To answer my own question I did more searching and found the list I was thinking of... I'm including it here:
Try the Atlantis Rangers of Greenbelt MD. It may be a little far to go for meetings, but they have a website and dive all over the East Coast. They have been around for at least 27 years - I dove with them in 1976 and had a wonderful time
