As a former whitewater kayaker, I would invoke the wrath of Hades on anyone using barbed wire in ANY way that could end up in a river. That's an almost certain death sentence for any boater in moving water. Inconceivable stupidity and virtually guaranteed to get the guilty party in court and prison. I would help fund the prosecution just to make the point.

ZERO tolerance for such complete disregard of the predictable outcome of such braindead behavior. There just aren't words strong enough.
 
Go armed with something cheap with beak shaped jaws

There are some very specialized tools for thicker gauge wire and cables

Wouldn't the marine/fisheries industry have some kind of 316 marine stainless heavy wire / hook snips? Surely that would be a thing? They have stainless steel shotguns

Is this even stainless? Doesn't seem so, despite being for fishing
