what is the least exspensive and best way to rent a car in Curacao?

Just got back from there. When we booked our trip we were priced a station wagon, but we paid for the upgrade to a double cab truck. I think the cars were even cheaper than the station wagon. We got our truck through Budget, but most of the companies are down their. Be advised that most rental companies will charge you $5.00 per day to add an additional driver to the vehicle.
 
Don't know the cheapest but we rented a 4dr diesel truck. Great little trunk, easy on fuel and worked great for diving. Off hand I don't remember which agency but it was one of the more well know ones like Hertz or Alamo.
 
We had a great experience with Hertz for a 4 door Chevy S10 truck, but it was gasoline, not diesel powered. No issues with using the AMEX rental insurance. Got a 10% discount whether I used my AAA, Continental, or Delta FF #. No additional cost to add my wife as an additional authorized driver. You can book directly at hertz.com, it showed up as "special special manual air", or you can go through the Curacao Hertz office web site. It was around US$280 / week with the discount.

I suggest you to rent directly at the airport,or at well- known names such as :AVIS and Budget!

where are you staying? If your resort includes airport transfers, sometimes it can make sense to just get to your resort that way initially. When you want to get a car most of the rental places will come pick you up and take you to the office to do paperwork, I don't think they charge extra. They won't go all the way out west like Kura Hulanda, but I know they will go to Habitat at least. It might be worth considering especially if you are getting there are night and are unfamiliar with the area.

I live on Curacao. At work, we use Antillean Car Rental whenver possible. They don't keep new cars but they are servicable, usually 4-6 years old, no beaters. They charge us less than half what the brand name agencies do. I don't think they have an office at the airport but they won't have a problem delivering to you there. Be aware they keep a limited inventory and you're in competition with us and everyone else who knows about them. And on arrival, be sure to reset your watch to Curacao time. ;)
