Crown Markings Question - Luxfer vs Cataline

I just don't log dives
I have 3 AL 80's:

Tank 1 - Luxfer first hydro of 5/07
Tank 2 - Catalina first hydro of 6/91
Tank 3 - Catalina first hydro 2/04

Now here's the part that is interesting to me:

Tank 1 ( a luxfer) has a symbol in the middle of it month and year that looks like the letter A with a downward facing ) beneath the - and inside the /\
Tank 2 ( an older catalina ) also has that same symbol but the font is a little different ( it's a box font A and it looks somewhat double stamped )
Tank 3 ( a newer catalina ) has a symbol that is somewhat like the letter C with the letter L inside of it.

So what I'm wondering is what accounts for this? Does the manufacturer do the first hydro or is a middle man? ( I think I read distributor somewhere. ) Who do the A and C litle L symbols actually refer to?

Bonus question: Is there a web page that lists RIN ID's?

So the CL symbol looks like it's the IIA for Cochrane Labs. Not sure who the other IIA symbol is though.
