I'm sure if you check rates for El Presidente InterContinental it's probably even more expensive. Don't forget that Iberostar is also all inclusive, meaning all you can eat and all drink (including alcohol) and your location is the closest location possible to some of the best dive sites.
If you're budget minded, however, there are MANY choices in Cozumel, both for diving and accommodations. Right now you're in high season, so you'll still pay more than if you wait. I think low season starts around May/June? and goes through November. Christi runs an operation in Coz (see Blue XT SEA Diving) that includes lots packages for the budget conscious -- e.g., 5 nights Ocean View Room @ Vista del Mar for $530 including 4 days of diving (pp/do). Lots of folks around here really enjoy diving with her. I haven't dove with them yet, but I hear great things. Another tip, consider flying mid-week rather than the weekend to save on airfare. For us from Southern California that cut the airfare in half.
