A very good business practice on their part...for them, not for their customers.

At some hotels, the environmental recovery fee has been included in the nightly rate at booking, at others it was charged separately on departure.
 
I just booked to come back to Cozumel (here now) in April and staying at Suites Colonial (sister hotel to Casa Mexicana) and received this notice with my reservation:

[FONT=Arial, sans-serif]To preserve the beauty of the area, the Municipal Government charges all guests of resorts and hotels an environmental sanitation fee of $ 32.57MXN per room, per night. This tax is payable directly at the hotel.
As of April 1st, the lodging tax increases from 3% to 5% and upon arrival it will be necessary to collect the difference.
