At the airport checkin counter, the Excess Baggage rates will apply for baggage exceeding the Free Baggage Allowance.

Note:
  1. Rates apply on per sector basis. For multi sectors in each direction, please check the applicable rates between the relevant destinations.
  2. Available for purchase up to 12 hours before scheduled departure time.
  3. Please note that once online check-in is completed, additional baggage cannot be added or pre-purchased.
  4. Any excess baggage will be assessed and charged at the airport check-in counter.
  5. Rates quoted MYR currency are converted ex-originas per the rate of exchange. Actual amount may differ.
  6. Fees subject to taxes where applicable (e.g. Malaysia SST / India K3 tax).
  7. Prepaid baggage rates are subject to change from time to time without notice.

Nope! Mine is a return ticket and the section you list does NOT explicitly say this is the rate applicable at check-in counter ….
FYI I was flying from India to KUL and going by that table the charges are 1000/- INR but I was quoted 1745/- INR per kg, so it is clearly not from a published rate card!

I will be drafting a complaint to the Directorate General of Civil Aviation, India once I get back home for sure …
 
They did for me a couple of days back at CGK. Didnt even ask to open my regular hardcase luggage to confirm - Simply took my word for it without batting an eyelid, as soon I said it. But I may have been lucky because the counter agent at the Batik check-in booth at Terminal 2 domestic - She was young, pretty and foolish … now if only my interactions with her were not of a professional nature but on a wholly personal level .., Sigh! :outtahere: (Or maybe all the above is true except that she was actually batting her eyelashes a lil extra at me?) :daydream: :rofl3:

That said I got scammed into business class by Batik on the BLR>KUL leg, I couldn’t find my weighing scale the day before departure while packing and even though I knew the standard weight of my scuba suitcase from past experience, I postponed (rather procrastinated) booking the add-on luggage until it was too late past the 12hr deadline.
No big deal I thought, I'll pay the 20-30% extra counter charges for excess 10kg... Except that Batik Air charges $20 per KG at the counter on flights to KUL! And so I ended up paying for business class with 30kg free check-in bag allowance.. because it was for just a few dollars more over and above my excess baggage per kg calculations! No one to blame but myself... eventually I ended up drowning my sorrow with 2 full glasses of Glenfiddich 15 y.o on-the-rocks mid-air at 30,000 ft (besides the free meal and a beer to go) which magically patched the hole in my pockets… :cheers:

And the complaint is going to be about lack of a rate-card explicitly mentioning the exorbitant check-in counter charges, not about forgetting to pre-book … :eyebrow:
 
Most if not all budget airlines in Asia have been charging excessively for over limited checked bag. NO one would say NO to easy money. HK Express even go one step ahead: banning drink and food that were NOT purchased on board!!!! I have no idea how do they enforce such a stupid idea putting the front line staff in certain awkward situation.
The only exception I had experienced is FireFly which even offers FREE 10kg for checked bag.
